Indonesia food labelling requirements under BPOM

Processed food sold in retail packaging in Indonesia must be labelled under BPOM Regulation No. 31 of 2018 on Processed Food Labelling, as amended in 2021 and 2024, which is mandatory. BPOM (Badan Pengawas Obat dan Makanan), the national food and drug agency, enforces it.

The mandatory particulars include the product name, ingredient list, net weight or volume, name and address of the producer or importer, production code and date, expiry information, the distribution permit number, and other information required for specific foods.

They must be written in Bahasa Indonesia. Foreign or regional languages may be added voluntarily, but the Indonesian text comes first; a foreign technical term may be used only where no Indonesian equivalent exists.

Informasi Nilai Gizi and the 2026 nutrition rules

Nutrition information, Informasi Nilai Gizi (ING), is mandatory on processed food. The current rule is BPOM Regulation No. 10 of 2026 on Nutrition Information on Processed Food Labels, in force, which replaced earlier BPOM nutrition labelling and reference value regulations. BPOM announced that new registration applications from 3 August 2026 must follow it.

The ING table gives serving information, nutrient amounts and, where required, the percentage of the Indonesian nutrition label reference (Acuan Label Gizi, shown as %AKG). Core nutrients include energy, total fat, saturated fat, protein, total carbohydrate, sugars and sodium. The 2026 rules revised the reference values and rounding rules, and BPOM updated its registration system accordingly.

Regulation No. 10 of 2026 also introduced Nutri-Level, a colour-coded front-of-pack grade based on sugar, salt and fat content. BPOM has said it is prioritising sweetened beverages and is phasing the requirement in, and has stressed that a low grade is not a ban on sale. Businesses should check BPOM's implementation timetable for their product category.

Imported food labelling and the BPOM RI ML number

Imported processed food for retail sale needs a BPOM distribution permit, which is mandatory unless an exemption applies. The permit number on imported products carries the prefix "BPOM RI ML"; locally made registered foods use "BPOM RI MD".

The label must name both the foreign producer and the Indonesian importer or appointed distributor. A foreign-language package does not comply as it is: the Indonesian particulars, the ING table and the registration number must appear in the form approved with the distribution permit.

Nutrition values must be supported by qualifying analysis where the ING rules require it, and the panel must follow the Indonesian format, not a foreign one.

Sugar, salt and fat rules in Indonesia

Government Regulation No. 28 of 2024 requires anyone producing, importing or distributing processed food to comply with maximum sugar, salt and fat provisions and to include sugar, salt and fat information on packaged processed food, which is mandatory. Detailed limits are set in implementing rules.

The Ministry of Health's earlier Regulation No. 30 of 2013 on sugar, salt and fat information has been repealed by Ministry of Health Regulation No. 3 of 2026. For ready-to-eat food, a separate Ministry of Health framework, including a 2026 ministerial decision on Nutri-Level, phases in sugar, salt, fat and calorie information.

The old general front-of-pack provision in Article 44 of BPOM Regulation No. 31 of 2018 was deleted in 2021, so Nutri-Level under the 2026 rules is now the relevant front-of-pack scheme.
